Addiction Help in Woodstock and Shenandoah County
Addiction is not a big-city problem. Shenandoah County knows that.
Federal prosecutors uncovered a heroin trafficking pipeline running from Maryland into Shenandoah County, operating through Woodstock, Mt. Jackson, Edinburg, and Mauretown. One person died. Another barely survived. The largest heroin bust in county history happened right here. Most of the suspects were from Broadway, Mt. Jackson, and Edinburg. Ages 19 to 49.
These were not strangers from somewhere else. These were neighbors.
In 2025, the Shenandoah Community Health Clinic launched the HOPE Initiative, a peer recovery support program based in Woodstock. It was funded by a $500,000 Anthem Blue Cross grant because the need is that clear. The clinic's executive director said it plainly: drug usage in Shenandoah County is not a hidden secret, but stigma keeps people from asking for help.
That's the biggest barrier in this community. Not access. Shame.
